A scientific and practical seminar “Current issues of infrastructure restoration and development: regulatory framework, pricing and procurement” is being held in Ivano-Frankivsk from January 16 to 19. It was organized by the State Agency for Infrastructure Restoration and Development of Ukraine and the State Enterprise “DerzhdorNDI”.
The following were invited to participate in the Seminar: heads and/or deputy heads of Infrastructure Restoration and Development Services in the regions; responsible specialists in legal, costing and procurement issues of the Restoration Services; specialists from regional state administrations and state enterprises – balance sheet holders of local public roads; specialists from subsidiaries of JSC “State Joint Stock Company “Automobile Roads of Ukraine” and other interested institutions and enterprises.
The event was also attended by the President of the National Expert Construction Alliance of Ukraine, Viktor Leshchynsky.
According to him, the main topics of the event were: features of pricing in civil construction; rules and methods for determining the cost of road works; regulatory and legal support for urban planning activities; innovations in building codes and regulatory documents; digitalization in construction and the introduction of BIM technologies; implementation of contracts under the “design-build” scheme; features of public procurement, etc.:
“The quality of estimate and design documentation currently remains quite weak. There are moments of delegation regarding the rights of expertise by design companies, which is also not positive, because the customer releases control over the quality of estimate and design documentation to the design organization, which itself chooses the expert organization.”
In addition, Viktor Leshchynsky added that they also discussed the painful issue of builders in the regions. Regarding raising their wages and poor qualifications.
