A working meeting was held in Dnipro with the participation of the President of the National Union of Design Business, Doctor of Law Viktor Leshchynskyi, and representatives of the design and expert community. The participants considered the mechanisms for implementing the provisions of the Resolution of the Cabinet of Ministers of Ukraine No. 1512 and approaches to forming a unified pricing system in the industry.
Viktor Leshchynskyi held a meeting at the invitation of local colleagues. Practical developments in the field of price analysis for construction materials have already been formed in the region, but the next stage is to scale them up to the all-Ukrainian level and unify approaches.
The purpose of the meeting is to develop practical mechanisms for applying the regulatory framework in terms of cost estimates. The main focus is on the formation of tools that ensure the reasonableness of project costs and compliance with legislative requirements.
The meeting was attended by leading expert Boris Gozman, head of LLC “Modern Analytical Solutions” Konstantin Kovalenko, and Sergey Singer, director of LLC “NVP “Interregional Construction Expertise”. The presented developments form the basis for creating a system market analysis tool.
“Today, there is a systemic problem for customers and contractors – the lack of a unified mechanism for working with prices in accordance with the requirements of the regulatory framework. Without an automated data processing system and the involvement of professional experts, it is impossible to form well-founded decisions that will be acceptable to state bodies and ensure the speed and relevance of information,” Viktor Leshchynsky noted.
A separate block of discussion concerned the relationship between customers and designers, particularly in the segment of budget customers. Participants drew attention to the practical limitations that arise when forming estimates and agreeing on design solutions.
“We already have working developments, but their effectiveness depends on scaling. The task is to create a tool that will work at the level of the entire country with uniform rules and approaches,” emphasized Serhiy Singer.
The discussion also focused on the quality of the source data and its impact on the final outcome of the examination.
“For the expert environment, the key is not only access to information, but also its reliability and relevance. The quality of estimated solutions and the level of trust in the project documentation as a whole depend on this,” emphasized Snezhana Vladimirova, an expert from Proexp LLC.
The proposed approach involves the implementation of an automated price analysis system with the involvement of specialized specialists. Such a tool should ensure rapid data processing and the formation of substantiated conclusions for practical application.
Following the meeting, the parties agreed on further coordination of work. The working module is planned to be prepared by the end of the month with subsequent presentation to the professional community.
